Executive Vice President Enabling Services & CFO

A seasoned healthcare executive, Doug Murray brings deep expertise spanning finance, operations, strategic transformation, digital services, governance, and large-scale infrastructure projects throughout Ontario’s healthcare sector. Over the course of his career, he has occupied executive leadership positions within community and regional hospitals, as well as at the Ontario Ministry of Health, where he guided major healthcare transformation initiatives.
Serving as executive vice president, enabling services & chief financial officer at Waterloo Regional Health Network (WRHN), Doug directs finance and support services, digital services, people, culture and experience, legal and risk services, along with the KW Employees’ Pension Plan. His mandate centres on advancing integrated enabling services that reinforce organizational performance while sustaining exceptional patient care. He was also instrumental in uniting Grand River Hospital and St. Mary’s General Hospital, taking responsibility for legal and governance, financial, and digital Services throughout the merger. A chartered professional accountant (CPA, CMA), Doug earned his degrees at McMaster University, Wilfrid Laurier University, and Queen’s University, and is a graduate of Oxford University’s Strategic Innovation Programme.
